Wrong. "them" refers to whom? Pronoun problem! Please note that "Russian" in this sentence is adjective, not noun.
b) how to deal with them if military action would be necessary
Wrong. Same problem as in A.
c) what would be necessary militarily for dealing with such an event
Wrong. FOR + Verb-ing is not used to convey intent/plan. TO + VERB is correct in this case.
d) what military action would be necessary in order to deal with such an event
CORRECT.
e) the necessity of what kind of military action to take in order for dealing with it
Wrong. Pronoun problem. "it" refers to what?

I find the word "them" problematic. "them" has no proper antecedent; JFK and his cabinet met to consider a possible effort (the adjective of which is Russian).

Struck off because of the above-mentioned problem

"them" has no proper antecedent.

To show purpose, we use to + verb. The correct form must be "...to deal with such an event"
d) what military action would be necessary in order to deal with such an event
e) the necessity of what kind of military action to take in order for dealing with it
It must be "...in order to deal with it."
Thus, option D.
