IMO the answer should be D. But I have a small doubt with use of many vs much in this case. I went for many because the scentence says "as many as one..." here one looks countable to me.
Next, many should take the word 'live' as its verb.

Clear  D .

Children is a countable noun so A and C are out immediately.

Another point of separation is the usage of  which . There should be a comma before which and as it is missing we could also eliminate the option E.

From B and D it is clear that option B is missing main verb in the sentence and rather use a participle, which is wrong and the sentence is not complete because of it.  one out of eight children  living

After the elimination only option D left, which is a correct answer.

Here the best answer is D, but GMAT doesn't prefer back to back two that conditions instead it prefers  to + that condition  ..

in this case it must be...

modifier for identity. At the same time, the writer might feel that the construction "report that demonstrated that" is 
a little redundant. which might justify the word "which". An argument could be made either way, so this is not a clear 
split. 
Split #2: we are counting children, so we need "many", not "much' ;how many children?", not "how much 
children?" Furthermore, the correct idiom is "as as X out of N". Choices (A) & (C) use "much', so those are 
incorrect. 
Splits: the word "that' after the verb "demonstrated' introduces a clause that needs a full   +   structure. 
Choice (B) has a participle, "living", rather than a full bonafide verb, so this commits (B) is 
incorrect. 
Split-#4: in the idiom, "as many as one out of eight children", the subject, "many", is plural, and so we need the plural 
verb "live". Choices (C) & (E) make the mistake Of using the singular verb, "lives."

I agree with all explanation except one..which v/s that..

It is always not necessary to use "," before which. Here both which and that allude to report. So this is not split criterion. 
In essential modifiers, comma is not used.

Please check and revert if I am wrong with explanation.
