The meaning is pretty clear, heart of the comparions is "the accomplishments of Sir Isaac Newton and the accomplishments of other scientists". But the original sentence compares the accomplishments of Sir Isaac Newton to scientists themselves, it is nonsencical and wrong.
A) than any
("any" meaning includes Newton himself, this is not intended meaning. So (A) is out)
B) than any other
(Comparison between the accomplishments of Sir Isaac Newton and other scientists themselves - (B) is out)
C) than those of any
("those of" - plural - correctly refers to the accomplishments, but "any" includes Newton himself, this is not intended meaning. So (C) is out)
D) than are those of any
("those of" - plural - correctly refers to the accomplishments, but "any" includes Newton himself, this is not intended meaning, moreover "are" - can be eclipsed, So (D) is out)
E) than those of any other
(the comparisons between "the accomplishments of Sir Isaac Newton and the accomplishments of other scientists", "any other" is also correct to convey intended meaning)
