The first point is that the phrase 'that stipulate' is a subjunctive mood marker. Therefore, we need the bare infinitive verb 'be outfitted' as in A and B. "Must be outfitted" in C, D, and E are out in one go.
Between A and B. the use of the present perfect tense, 'have deterred' is wrong for an extant rule and effect. B is the answer

It sounds like the kind of effect we're looking to describe


I chose (A), however, after Bunuel mentioned why (A) is wrong, I see how it could be problematic..

This is a regulation that is in full force currently. Is there any signal that the regulation will not be there tomorrow.? No, therefore the effect also is likely to continue. ' Have deterred' means the effect has ceased or just about to cease and not going to continue in the future. Therefore, the present perfect is not so perfect in the context. When the cause is in simple present, the effect should also be in the present.

hi is there any way I can figure out how Stipulate is subjunctive, to avoid future errors.

When a higher authority stipulates something, isn't it incumbent upon the lower cadre to adhere to it. That is the reason it haas to have a subjunctive mood verb. The subjunctive mood is used when the main verb indicates a desire, intention, command, recommendation, request, resolution, advice or stipulation. It is also used along with such adjectives as advisable, better, desirable, and directive, essential, fitting, imperative, important, necessary, urgent and vital. The very important thing here is that the word - that -will always accompany such subjunctive mood sentences. The choice says " stipulate that' specifically. Now, therefore, you must get ready to look for the subjunctive mood verb
and the verb of the subordinate clause will always be the base form called 'the bare infinitive' or the root form of the verb.
The bare infinitive here is "be outfitted' and not 'must be outfitted'.
