A. to force drivers to a crawl and people to stay indoors. <== clouds engulfed city with an intent to force...? Ummm that doesn't make sense. Moreover 'to force (verb), to stay(verb)' is okay but 'to a crawl' (noun)...?
B. to force drivers and people to a crawl and stay indoors. <== same as above plus ... drivers and people are are forced to a crawl as well as forced to stay indoors? doesn't make sense
C. forcing drivers to a crawl and people to the indoors. <=== clearly modifying clouds of sand. let's keep it.

Hi TheGraceful , the answer should be c as it makes it parallel to a crawl and to the indoors is parallel with article in front of both . Otherwise forcing is fine at its shows result of action before
