When a manufacturer is operating near plant capacity, there are fewer ways to find efficiencies in the system but that is certainly no excuse to stop looking.


(A) there are fewer ways to find efficiencies in the system but that is certainly no excuse to stop looking.

Ways is countable so fewer is better than less
