As far as I believe, it is because we cannot say anything exactly about the no of dogs, since the data in the question mentions the percentage (likelihood), this is a very typical GMAT trap.

Can someone explain why E is correct?
The conclusion from the passage is: dog owners who possess licenses for their pets are more likely to commit the no-collar offence regularly than are dog owners who do not.

Option E is not talking about the dog owners with licenses at all. What E is saying is equally true for both dog owners with license and dog owners without license.

Mathematically it goes like this.
50% of 14% = 50% of 86%.
So there will be many dog owners in 14%(with licences) who were fined several times.
Only option E provides that information.

I guess the key here is the word 'regularly' in the conclusion. owners with PL and dog leash on= OPD, owners without PL and dog leash on= OWPD
Conclusion: OPDs are more likely than OWPDs to be caught more than once, i.e , regularly, which is exactly what the answer choice E describes.
