Because it is already stated in the passage that it protects individual liberties, and every fact stated above must be considered to be true!

B: This is wrong because we are not sure about the current economic condition of the administration.
but if we apply a condition that is applied in C option then we are sure that it is an overall success

I think Option (B) is wrong because...

In this option, The present administration is not an overall success. --> This is NOT MUST BE TRUE because the passage states that...

Even an administration that fails to care for the environment may succeed overall if it protects individual liberties.
So far, the present administration who has not cared for the environment may or may not be an overall success.

For being Overall success, 2 Necessary conditions are required
1. The Administration should be economically successful
2. The Administration should protect individual liberties.

Options
A. Wrong. (Necessary conditions not met)
B. Wrong. (We don't know anything about the administration being economically successful or not)
C. Correct. (Meets both the necessary conditions if the administration is economically successful.)
D. Wrong. (Irrelevant)
E. Wrong. (Irrelevant)

Commentator: If a political administration is both economically successful and successful at protecting individual liberties, then it is an overall success. Even an administration that fails to care for the environment may succeed overall if it protects individual liberties. If all of the statements above are true, then which one of the following must be true?

(A) The present administration is economically successful. we dont know whether administration is economically successful.so eliminate it.
(B) The present administration is not an overall success. we cannot say this because we dont know whether current economic situation. eliminate it

(C) If the present administration is economically successful, then it is an overall success. this is a condition, if met the above statement will be true so keep it

(D) If the present administration had been economically successful, it would have cared for the environment. this doesn't give any info about administration is successful. so eliminate it.
(E) If the present administration succeeds at environmental protection, then it will be an overall success. we don't know .this is unnecessary. so eliminate it.
