Although the question is wordy, upon further reading the meaning becomes quite straightforward and clear. It is asking us which choice best explains the difference in behavior b/w city dwellers and rural people when they win the lottery.
Second step is to read the stimulus and understand what it says
The stimulus is pretty precise in its description of the ways in which different people behave when they win the lottery.
