What is wrong with B?

Is it that the habitual drivers will get their license cancelled as fine is "another rule"?

B is wrong because habitual offenders are a limited number of drivers so we can conclude that number of accidents because of over speeding will certainly decline. However if drivers generally underestimate about getting caught as per C, the number of accidents won’t severely decline.

To tackle the problem of over speeding, which causes most accidents on the highways, the authorities came up with a rule under which any driver caught twice for over speeding within a span of six months will have ones driving license cancelled. The step got limited success in curbing the number of accidents caused by over speeding on the highways. The authorities are now coming up with another rule, which is to increase the fine on the cases of over speeding. New fines imposed on over speeding shall be so high that most people would rather want to stay within speed limits. Therefore, the number of accidents because of over speeding will certainly decline drastically in the coming times.

Overspeeding causes most accidents on highways, authorities came up with two plans i.e. A and B
A: Driver caught twice for over speeding within a span of 6 months will have their driving license cancelled.
B: Increase the fine on the cases of overspeeding so that people would rather want to stay within speed limits.

Plan A produced limited results. Therefore, authorities came up with another plan.

The thing to be noticed in the question is that plan B is another plan meaning thereby that plan A is also in effect and now both plans together will deter the problem of overspeeding.

Aim: To weaken the conclusion that accidents will decline drastically.

(A) The highway patrolling police have acquired new radar cameras that detect high speed vehicles in a wide range of three miles. Irrelevant
(B) The habitual offenders who indulge in over speeding will not care about the fine. Now the problem with this is habitual offenders already got their licenses cancelled
(C) Drivers generally underestimate the risk of getting caught for over speeding. If drivers generally do this then no matter what they are going to overspeed.
(D) Drivers generally obey traffic rules only when the roads are not empty. Irrelevant
(E) Increasing the highway speed limit has helped the police control over speeding in the past Irrelevant
