As we can see in the graph, in 1971 military expenditures of NATO was about 115 billion dollars = 1/3 of their combined incomes
=> the combined incomes of the NATO countries (in billions of dollars) in 1971 was about: 115 : 1/3 = 345 ~ 350 billion dollars

Hence the answer is D

IMO Option D.
As we all can see, in 1971 the military expenditure of all NATO countries was $120 billlion. This is one third of their combined income in 1971. So the combined national income of all NATO countries is 3*120= $360 billion.
