S(1): Helps us understand MOT is a right angled but no information about lengths. So area cannot be calculated. Not suff.
S(2): Gives area of the triangle using which we cannot calculate radius(OM). Hence Not suff.

Combining we get that MOT is a right angled Triangle hence 1/2*OM*OT=4. Using this we cannot calculate OM value. Thus insufficient.

Hence answer is E. Not sure how it is D. Would love to read the solution for this.
