IMO  none  of the answer choices  is correct .
'a serious problem' is singular so we need singular verb. Hence options A, B, C and D are out.
Also, the sentence starts with 'Since' so we need perfect tense, hence option E and B are wrong.

A) have been the possibilities that its own body will( singular verb is required,its can't refer to recipients)
B) are the possibilities that their own bodies will(singular verb is required)
C) have been the possibility that its own body will attempt to( singular verb is required,its can't refer to recipients)
D) have been the possibility that their own bodies will( singular verb is required)
E) is the possibility that their own bodies will( choice is with singular verb,their refers to recipients)

This is just all sorts of wrong. This correct answer requires a present-perfect tense "has been" as the problem has persisted since 1954 and  still persists even today . Goes without saying that there is a SV agreement issue with the OA. "A serious problem" is a singular subject that requires a singular verb, not a plural verb like "have been".

Either the source/OA is wrong or there has been a mistake transcribing the question.
