There is some confusion between B and C.
Scientists have found that

b) skin tissue uses sweat glands to protect the immune system from possible invaders

On thinking about the implied meaning, what I do understand that that skin tissue is more resistant to toxic susbtances than is lung tissue.  How?  By using sweat glands to protect the immune system from possible invaders.

However the correct answer as per the source implies that both the premises are independent of each other i.e. skin tissue is more resistant to toxic susbtances  AND  uses sweat glands to protect the immune system from possible invaders.
I am not sure if the implied meaning of the correct answer is correct.

I am a bit confused and I would really appreciate some help. The correct answer is  B , but I am doubtful about the need and position of "is" after lung tissue:

First, is it really necessary to include "is" in these comparisons? For instance, I think it is correct to say "The chimpanzee is much more intelligent than the orangutan". It would be also OK to write "The chimpanzee is much more intelligent than  is  the orangutan"?

Second, is the position of "is" after "than" the only option? It would be wrong to write "The chimpanzee is much more intelligent than the orangutan  is " ?

Well the problem is unclear comparison.

In your example The chimpanzee is much more intelligent than the orangutan, the comparison is clear. But consider the below example:

I love my sister more than my mother.

The above example is very ambiguous. It can either mean that I love my sister more than I love my mother, or that love my sister more than my mother loves.

To eliminate the ambiguity, we need to use the verb in the ellipsis. So in the question above, the sentence can mean that skin tissue is more resistant to lung tissue than to toxic substance, or the skin tissue than lung tissue is more resistant to toxic substances. Hence a verb in ellipsis, as used in option b, removes the ambiguity.
