Modified Option B. Scientists have found that skin tissue is more resistant to toxic substances than is lung tissue and that it uses sweat glands to protect the immune system from possible invaders.

Is the that is not necessary to maintain parallelism in Option B as in the below correct OG answer?

Scientists have recently found evidence that black holes—regions of space in which matter is so concentrated and the pull of gravity so powerful that nothing, not even light, can emerge from them—probably exist at the core of nearly all galaxies and that the mass of each black hole is proportional to that of its host galaxy.

B. skin tissue is more resistant to toxic substances than is lung tissue and uses Keep
C. skin tissue is resistant to toxic substances, more so than lung tissue, using Keep
D. the resistance of skin tissue to toxic substances is more than that of lung tissue, and it uses "it" is ambigous
E. the resistance of skin tissue to toxic substances is more than that of lung tissue, using better options available

There is some confusion between B and C.
Scientists have found that
a) skin tissue is more resistant to toxic substances than is lung tissue
b) skin tissue uses sweat glands to protect the immune system from possible invaders

On thinking about the implied meaning, what I do understand that that skin tissue is more resistant to toxic susbtances than is lung tissue. How? By using sweat glands to protect the immune system from possible invaders.

However the correct answer as per the source implies that both the premises are independent of each other i.e. skin tissue is more resistant to toxic susbtances AND uses sweat glands to protect the immune system from possible invaders.
I am not sure if the implied meaning of the correct answer is correct.

First, is it really necessary to include "is" in these comparisons? For instance, I think it is correct to say "The chimpanzee is much more intelligent than the orangutan". It would be also OK to write "The chimpanzee is much more intelligent than is the orangutan"?

Second, is the position of "is" after "than" the only option? It would be wrong to write "The chimpanzee is much more intelligent than the orangutan is" ?

Well the problem is unclear comparison.

In your example The chimpanzee is much more intelligent than the orangutan, the comparison is clear. But consider the below example:

I love my sister more than my mother.

The above example is very ambiguous. It can either mean that I love my sister more than I love my mother, or that love my sister more than my mother loves.

To eliminate the ambiguity, we need to use the verb in the ellipsis. So in the question above, the sentence can mean that skin tissue is more resistant to lung tissue than to toxic substance, or the skin tissue than lung tissue is more resistant to toxic substances. Hence a verb in ellipsis, as used in option b, removes the ambiguity.
