Hi. I'm studying in University of Delhi, India. My scores are in top 1%, I've been engaged in volunteer activities since the past 7 years, I've been the cofounder of a failed startup, had extensive out of college courses on entrepreneurship and financial markets and I've cleared 10 certifications from the National Stock Exchange of India. I also have various leadership positions in the college societies. However, my GMAT score is 560. Should I apply to HBS now or retake the GMAT later and apply later?

560 is too low to give you a chance at the 2+2. The rest of the profile does look promising though, based just on what you mention. You should plan to retake later, but keep in mind the eligibility criteria for the 2+2. The 2+2 is meant for candidates in the final year of their undergrad programs, and the deadline isn't too far away now.
In addition, you may like to consider other early career programs (the ISB YLP and the IESE YTP are two examples), and Master in Management programs (Kellogg, Ross, Duke, and a number of top European schools offer those).
