Any decimal that has only a finite number of non-zero digits is a terminating decimal. If p and q are positive integers and the ratio p/q is expressed as a decimal, is p/q a terminating decimal?

(1) 14 ≤ p ≤ 23
Not sufficient as we have no information about q

(2) q = 12
q= 2^2 *3 
Not sufficient as if the numerator p contains a factor of 3 , then p/q will be a terminating decimal.

Combining 1 and 2, we get
If p = 14 , then p/q = 14/12 = 7/6 is non-terminating decimal
If p= 15 , then p/q = 15/12 = 5/4 = 1.25 is a terminating decimal

We have been asked to check if p/q is a terminating decimal or not

Let's look at Statement 1

Here the value of p is greater than equal to 14 and less than and equal to 23 which means p= 14,15,16.......23. This alone is not sufficent in determining the value of p/q.

According to statement 2

q=12. This also not sufficient in determing the value of p/q.

If we combine the two staements together we get

14/12= 1.16666.....
15/12=1.25
16/12=1.3333....
17/12=1.41666....
18/12= 1.5

After combining the two statements together, some values are terminating and some are not terminating. Hence this is also not sufficient. The answer is E.
