This means both k and m are of DIFFERENT sign.
But k=2m requires both k and m to be of SAME sign..
Ans NO
Sufficient
2) k + 2m<0..
If m is -ive and equal to 1/2 k, it is possible
Even if k < 2m say k = -8 and 2m is -4, it is possible
