Fine x

1) distance between x and y = distance between y and 0

y=-ve => x right to y x=0
=> x left to y x=2y

y=+ve => x right to y x=2y
=> x left to y x=0

Not sufficient

2) x is right to y ... Not sufficient

1+2

x is right to y and distance between x and y = distance between 0 and y

y=-ve => x right to y x=0

y=+ve => x right to y x=2y

Not sufficient

From two statements, we do not find any value, hence the answer is E.
X and Y can be any numbers.

For instance :

Statement 1 :
- For Y = 2, X can be 4 or 0.
- For Y = -1, X can be -2 or 0.

Statement 2 :
- For Y = 3, X should be > 3.
