This question is tricky.
Answer should be D
whether is needed so that the situation can be described in either a yes or a no (if condition is not required.)
Reason is singular a,b,c out
The question here compares being vs misplaced only modifier.
D gives a clear and coherent picture.

We are applying a condition, hence we require if and not whether.
Between A and B: In B, 'only' incorrectly modifies due process, whereas in A, 'only' aptly modifies the condition.
Please correct me if my understanding is incorrect.
