IMO C,

A) is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap
as a woman is incorrect - incorrect comparison. Hence eliminate

B) is being the same as a woman in equal capacity, the watchdog group found a significant gender wage gap
Being used as a modifier is incorrect. Hence eliminate.

C) is the same as for a woman in equal capacity, the watchdog group found a significant gender wage gap
Correct answer

D) is the same as it is for a woman, but the watchdog group found a significant gender wage gap
it has no antecedent. Hence eliminate

E) is the same as a woman in equal capacity, a significant gender wage gap was found by the watchdog group
Same error as in A. Indirect speech can be avoided.

This is a Parallelism question. IMO, the correct answer is C.

A) is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap : Wrongly compares Salary of Man to women

B) is being the same as a woman in equal capacity, the watchdog group found a significant gender wage gap : Again wrongly compares salary of man to woman, and uses unnecessary wording "Being"

C) is the same as for a woman in equal capacity, the watchdog group found a significant gender wage gap : most concise and correct answer

D) is the same as it is for a woman, but the watchdog group found a significant gender wage gap. Grammatically correct but too wordy

E) is the same as a woman in equal capacity, a significant gender wage gap was found by the watchdog group. Same as option A

While the company insists that its starting salary for a man working in the executive branch of the organization is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap.

In the sentence, author compares the company's starting salary for a man with that for a woman.
in the original sentence, the company's starting salary is copared with woman, hence A is wrong. so do the answers B and E, in which made same error as A did.

A) is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap
B) is being the same as a woman in equal capacity, the watchdog group found a significant gender wage gap: being indicates temporarily existence. general statement is preferable rather than temporarily existence.
E) is the same as a woman in equal capacity, a significant gender wage gap was found by the watchdog group

D is run-on sentence. there is no independent clause here. While clause 1, but clause 2.
D) is the same as it is for a woman, but the watchdog group found a significant gender wage gap

in C, adding "for" before "woman corrects parallelism error: salary FOR MAN || (salary) FOR WOMAN
C) is the same as for a woman in equal capacity, the watchdog group found a significant gender wage gap

While the company insists that its starting salary for a man working in the executive branch of the organization is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap.

This sentence starts with "while" it means two parallel activities going on.

A) is the same as a woman in equal capacity, the watchdog group found a significant gender wage gap

- " as a woman" - Comparison error ; salary of a man is comparing with woman - Incorrect.

B) is being the same as a woman in equal capacity, the watchdog group found a significant gender wage gap

1. Usage of "being" seems incorrect.
2. " as a woman" comparison error

- Incorrect

C) is the same as for a woman in equal capacity, the watchdog group found a significant gender wage gap

- "as for a woman" removes the comparison error. - Correct

D) is the same as it is for a woman, but the watchdog group found a significant gender wage gap

1. usage of "it is" seems inappropriate
2. usage of "but" changed the meaning.

- Incorrect

E) is the same as a woman in equal capacity, a significant gender wage gap was found by the watchdog group

- Comparison error ; Incorrect
