Welcome to GMATCLUB! It is definitely a bug. A friend of mine was giving exam 3 from EP 1 and he only got 26 Question in Verbal when his test suddenly ended. This happened 3 times before he wrote to the GMAC, who said that it was a system issue and that they are working on it. So don't worry too much about it.
In terms of the number of questions, you can generally expect 13-14 RCs, 9-10 CRs and 13-14 SCs.
