Originally I picked C b/c there is a parallelism between have constructed and have been but D would have been the correct verb sequence.
For D, the aliens has finished constructing the monuments as shown by "many historical monuments billions of years ago", therefore, the finished action would be in past tense. The second clause would be present perfect since the aliens are still searching for human race as shown by "ever since."
