Writing on My phone so apologies for not writing down actual numbers.

(1) speed iS higher than some number less than 110km/h. Allows for yes and no as an answer to the Q. Not sufficient.

(2) speed is lower than some number less than 110km/h. Clearly the speed can not be above 110km/h. Sufficient.

Answer: B

Though easy at a glance, these kind of questions are super dangerous if throw at 35-37 slot, when time is short & tendency to undermine a question is high....
Loved the question though. +1 for B

Convert 110km/h in meters per second => (110*1000m)/3600seconds=110000/3600 ~ 30,6 m/s

So the questions is: Was the train's average speed less than 30,6m/s?

(1): Speed>25m/s. Not sufficient, it could be 26m/s when the answer is YES, or 35 m/s which means NO.

(2) Less than 30m/s. Sufficient, as 30m/s < 30,6 m/s so the train's speed was less than 30,6m/s.

Answer: B
