Her Opinions on "more funding":
“Absolutely agree” for the art museum,

How much does she agree with this statement: "At least two of the five institutions should receive more funding" ?Not completely. Had she said "absolutely agree" for 2 institutions, we could have said that she fully agrees with the statement. But she said “Absolutely agree” for the art museum only. She somewhat agrees for children's theatre. So for 2 institutes, she somewhat agrees (she agrees fully with one and somewhat with the second so overall she agrees somewhat for 2)
How much does she agree with this statement: "At most four of the five institutions should receive more funding" ?She believes that metropolitan ballet should certainly not get more funding. So she fully agress that AT MOST 4 institutes should get more funding. 1 of them should get no funding. Hence she absolutely agrees with this statement.
The question maker has tried to confuse us by using "absolutely agree", "somewhat agree" etc in 2 different contexts. In the first case, he gives her opinion on funding and in the second case the degree of her agreement on the 2 statements given.
