I liked this question. Typical GMAT

Anyways, the problem states that we have a 25*40*60= 60000 cubic inches box and the key question is can we store the small boxes inside?

Statement 1 :
Volume of 1 cereal box is 240 cubic inches.
Ok, but we don't know how many. Stand alone, we can't answer using statement 1

Statement 2 :
There are a total of 250 cereal boxes
Now we know total number, but we don't know what is the capacity of each box.
So again, stand alone, this statement doesn't answer my question

Now, combining statement 1 and statement 2, we get 250 cereal boxes with 240 cubic inches each.
Total volume is 240*250, we get 600,000 inches.

Now one might think that volume of the smaller boxes = Volume of the larger box,
So we can fit it in right? Statement 1 and 2 are sufficient

But wait, what if one(or more) dimension(s) of the smaller box is bigger than the largest dimension of the big box?
Simply stating, suppose the smaller box had a dimension of 240*1*1?

In that case, not even a single box would fit in. So we need to know the dimension of the smaller boxes
