i prefer B

because the idiom should be sb is (more) likely (than sb) to do sth.

for A and B i think there's no need to change the sentence into a clause, and its meaning also not clear, so eliminate.

D and E is redundant. and the word it is not clear what it stand for.

Definitely C is the correct answer. The reason is that "likely to do" is being used as an idoim. Just imagine a sentence with likely but without "to do x" or "that" following likely. It would look like a fragmented sentence.

Then somebody can pop a question "why not D?". It is better to choos a concise one rather than wordy one. If you can reduce the number of words while conveying the meaning clearly, that is the best choice.

I went for C too.....

So, you think OA is wrong?

I thought "as likely as" was idiomatic. I felt "to plan" was better than "in planning" in regards to the sentence above.

I am also confused with A and C. We know B, D and E are not good choices.
