and if C is correct, whats wrong with option D.

Unfortunately, the sentence does not mean anything about "a portion". Indeed,

"According to the National Institutes of Health, much of the sleep-deprived people would benefit from a short "power nap" during the day." SIMPLY means that many people who are sleep-deprived will benefit from...

If you mean by a portion, then the sentence means that "a group of specific sleep-deprived people will get the benefit, but other sleep deprived people may not have this benefit". This changes the original meaning.

So E is wordy. C is the best choice.

I think C and E differ in meaning.

The original sentence talks about a portion of the sleep-deprived people.
Option C does not.
Option E does.

I think option E should be the right answer.

When you use person in plural form, it means about a very specific group, not the plural of person in general (and this should be "people").

I think good grammar books in countable plural noun will explain the difference. Otherwise, you can check the brief explanation from here:
