In need of some guidance as to whether or not I should take a shot at applying for next fall (2017 start) or if I should hold out another year and possibly retake the GMAT in hopes of getting a higher score.

So yeah, my concerns are that I don't quite have the quant scores I might need to be competitive for my list of schools. I'm also concerned of my lack of work experience being that I've only worked in a professional environment for 2 years now. Also, my current work situation is a bit murky at the moment as my company is going through a bit of a lull and asking for LORs might not be the best idea at this time as I don't want to give them any type of inclination that I might leave. But if push came to shove, I think I can ask my senior manager and possibly my previous manager.
Your guidance and wisdom is much appreciated!

The decision to wait another year would depend on several factors including the following:
1) How confident you are of improving on the GMAT if you retake. From what you have shared, the mishap at the test center could have costed you some points. If you can improve the quant score, then it would help your chances.
2) The additional responsibilities, experiences, and accomplishments you can gain by staying another year. If the additional year could result in more distinctions, promotions, and personal development, then it will greatly strengthen your profile.
3) Life situations - is there a pressing motivation to do the MBA now, rather than next year.
Considering all of these factors together should help you decide. Your background is interesting, bringing an element of diversity through your origins, excitement with your company's products, and track record of getting awarded scholarships show your potential. Waiting another year can help strengthen your chances of admissions/scholarships and make you better prepared to benefit from/contribute to the program, but the decision would also depend on your personal priorities.
Wish you all the best and look forward to your updates.
