The critic is asking about the communications device in regards to them being a distraction. However the driver talks aboutvthe ease of access to the communication devices , thus not addressing the critics concern

Breaking (D) into two parts. The executive is not even addressing the issue of distraction. He just says that his device is safer because it is easier to use. He is also not generalizing that all devices are same. In fact, he is saying that his device is different.­

(B) Fails to address the substantive point of the criticism that it is responding to
The substantive point is that the devices are a distraction and the executive failed to address this point.

Automobile executive: Our critics say that the communicates devices installed in our automobiles are dangerously distracting to drivers. But these critics are wrong. Drivers who want to use communications are to use them regardless. Our devices are easier for drivers to use, and hence they are safer.

The reasoning in the automobile executive's argument is most vulnerable to criticism on the grounds that it:

(A) Attempts to apply a general principle to a situation to which that principle is not applicable - WRONG. 2nd best for me. The red text actually modifies the situation. 

(B) Fails to address the substantive point of the criticism that it is responding to - CORRECT. Misdirected response is what best describes the AE's argument. 

(C) Treats a condition that is necessary to establish its conclusion as one that is sufficient to establish that conclusion - WRONG. THis may happen when the two parties are in agreement of a conclusion but here they differ - they bring opposing points. 

(D) Presumes, without providing justification, that all communications devices are the same with respect to driver distraction - WRONG. Shifts the scope of coverage of the devices when it's only about AE's devices.

(E) Is based on premises that presume the truth of the argument's conclusion - WRONG. Truthfulness isn't the core of the passage. Two contradocting points are there - that of critics and that of AE - that are being discussed.
