I don't remember where, but I read this too (although, I think I saw 40-50%.) I've always heard that Booth casts a wider net than other schools for interviews. I also think it's reflective of how Booth uses 2nd year students to do a first read of applications. I think that's part of the reason why it's such a quick turnaround from the application due date to interview invitations already. From what I've heard, the AdCom uses the first read of the application more to answer "do we want to meet this guy/gal? Is there something about interesting/cool/neat/etc about this person?"
As an aside, I've had a couple friends who were student readers, and I've talked with some admissions consultants who were recent members of an adcom, and I have always found the student readers' assessments to be harsher.
