They can..but probably they won’t... and also from humanity point of view, why take someone else’s spot who has decided that they will go to duke if given a chance... apply in EA if and only if you are 100% sure that you will join the school.. If not R1 is good enough. With a strong application admission in R2 is possible!

Hi How much difference will it bring in case of applying in early action/decision round and applying in round 1 in terms of acceptance rate, fee etc
One difference is the scholarship amount.. if you are looking for schools that give you max scholarship amount, then applying in non binding rounds would be a good option
