Actually, many other schools still encourage international applicants. Yale, for example, says that there are typically fewer acceptances in R3 but that’s not unrelated to the fact that there are fewer applicants then as well. T
When I spoke to a Dartmouth Adcom member, she said that international students could still apply and there would still be time for visas etc to be approved.

some schools may encourage becasue they have 4 rounds, such as UNC.
