R1 is slightly better any day, both from a perspective of the competition and the scholarship. Other advantage is the time you get to prepare for the MBA journey if you get an admit around the Nov/Dec timeframe. That said, apply when you’re ready..e.g. a 720 in an r2 is a better shot than a 690 in r1
