If I send email to recommender for recommendation from ISB application section, will he still have time till application deadline I.e., 4th September or will he have to submit in a next few days?

No, in MBA applications and in life, there are no guarantees :)

GMAT is one component among many others including how you portray your application, work-ex, extra-curricular, etc. Yes, 760 does help build your case but you cannot be sure to get a call just on the basis of GMAT. There have been candidates getting rejected at 760 and getting accepted at 660.

Can anyone tell me why is the Scholarships section not showing to me?

I even registered a dummy account from another browser to check this. Same, the no.9 section is not Scholarships. Didn’t select any income limit yet.

How much is your work ex? I heard at one of the adcom events that it is only applicable if you have completed 2 years in pgp program
