GMAT : 670 (Q48, V35, AWA 4.5, IR 4). I was getting 700-710 in mocks. I am looking to take the GMAT again in Dec. Let me know what GMAT score I should target for my profile. Will it hurt my chances in R3?

10th : 93% (State Board - Andhra Pradesh)
12th : 95% (State Board - Andhra Pradesh)
Graduation : 80.65%, B.Tech in Mechanical Engineering from State University College
Internships during graduation : 2 Internship during college (not related to startups)

Extra Curriculars :
1) Volunteered for Samagra Kutumba Survey conducted by Telangana Government,
2) Lead of the Design Team in Formula Bharat 2017, A formula student racing car competition
3) Member of the marketing team of 3rd College Fest & Head of Marketing of Final Year College Fest (Do I have to submit any certifications for these two?)
4) Have done 6 treks post COVID, including trails like Har Ki Doon in Uttarakhand (12500 ft) and Kudremukha
5) Actively participated in diverse technical events
6) Consulted a D2C brand in their Strategy, Operations & Marketing activities

Why MBA?
Moved from engineering background to my current position in Sales and Marketing. For almost 5 years, I have worked at a relatively small scale and my instinct driven approach helped me with this. Right now, I would like to work at scale and to do that I would need a structured and well-informed approach. An MBA at this stage can help me achieve this.

Yes R3 is highly competitive but give it a try anyway if not selected you will be applying next year. At least you will get review by adcom if not selected

Beware they have sectional cuoffs as 75%ile, which work out to Q50 minimum, so although your Gmat may be 750+, no sectional=no call=waste of time.
Is there any cutoff on Verbal section too?

Irrespective of how competitive R3 is vs R2, applying in R3 with a higher GMAT score in R3 is better than applying in R2 with a lower score/

If the irregulars did occur, i think it’s unlikely they’ll reinstate the score. If none occurred, I think you can mail them with all the details, requesting them to reinvestigate the test. What exactly did they mention in the mail? Just that the score was cancelled due to irregularities?

Ideally from whom shall one get an LoR

I’m with a new manager now for last 2 months and my earlier manager with whom I worked close to 2+ years has started his own venture hence not in the company anymore?
Is this ok if my previous manager writes the LoR

You can take LOR from your previous manager as well (one who started his own venture)

Congratulations on your massive 100 point jump in GMAT AK24. Can imagine how much hard work would have gone behind this.

People do move on. Despite moving, if your previous manager is still accessible to you, he/she will be a better candidate (assuming he/she has an official email id).
