Can someone please help me regarding photo instructions. It is stated as 449 pixel*299 pixel in 72dpi resolution. Is it same size as that for normal passport photograph

Guys, my recommender has submitted the form and sent me the pic of the same for confirmation yesterday itself.
But as per my application portal, it is showing as "Saved and not submitted".
Is anyone else facing similar issue ?
