i finished my interview and submitted and am waiting too....

The past few years decisions have started going out the 2nd week of December, so there's no reason to think that the timing would change this year (regardless of what the actual decision date is).

According to the Kellogg website:

"Please allow up to eight weeks after submitting Part I to receive either an interview assignment in your local area or an interview waiver in areas of high demand."

Regarding interviews...

Is there a difference between on campus versus off campus interviews? Do you think that they are viewed differently?

Also, if I select off campus interview and am told that there are no interviewers available, is it possible to schedule an on campus interview instead? Would they then wonder "why the heck didn't he/she sign up for an on campus interview in the first place?"

I`m affraid it is impossible.
Once you have chosen the interview off/on campus - it could no longer be changed

If there are no interviewers available, it doesn't hurt to ask. The admissions office certainly does not allow switching just because you "changed your mind," but they may be willing to offer an exception since they could not find an interviewer in your area.

Oh sorry I meant that I already received the interview assignment. I left a voicemail last week, but the interviewer has not replied back.

I would send the interviewer a gentle follow-up call/email to try and schedule. If you still don't have luck, contact the admissions office to tell them you're having trouble getting a response from the interviewer, and maybe they can assign you someone else.

With regard to on-campus/off-campus, there's really no difference. The interview format will be the same and adcom views them in the same light.
