If reapplicants request for a reinterview, can adcom waive the interview requirement and make a final acceptance offer without any interview - On campus/ off campus/ telephonic; completely basing their decision on last year's interview feedback.
I'm 99% sure it doesn't work that way. Never know any re-applicant who got an admission in the fashion you just mentioned (based on 2010 trend). Perhaps the current students or alums (jerz, riverripper) could throw some light on this question.
Disclaimer: I don't know for a fact how this would work so this is just my opinion. My intuition tells me that if a re-applicant requested a new interview and subsequently received a waiver (in the course of normal waiver granting), the process from there would be the same as for a first-time applicant (ie. if the adcom wants to talk they'll schedule a phone interview). If you requested a new interview, I can't imagine you would get 'stuck' relying on last year's interview just because of a waiver.
I really don't think this happens frequently enough that there's a stated policy, it's probably handled on a case-by-case basis by the adcom.
