for someone who has completed their undergrad outside US , do we have to get the degree evaluated by 3rd party WES?

Also, for someone who finishes their degree from 3 year college in India m ie toefl required?
asking as the third point mentions "advanced degree"

2 doubts
1.
For international applicants according to Mcdonough
"Students who have attended or graduated from a non-U.S. college or university must submit their academic documents according to World Education Services (WES) standards, as described below.

Academic transcripts must list the course name and grades received
A diploma/degree certificate that shows the date that the degree was conferred
An official grading scale of the academic institution."

Is submitting according to WES standards the same as getting it evaluated by WES
In short, is this compulsory , and if yes then which one? there are 4 packs given by WES.
2.
TOEFL is compulsory for international applicants ?

no there isn’t , they require that at least 1 recommender submit before the deadline

Hello,
I have filled out all the application fields and would like to pay the application fee and submit the application. However, due to technical errors on the website, I am unable to click the payment button and submit. I have tried all possible options for changing the browser and devices. Has anyone encountered this problem?
