So that confirms it. Submission of Official GMAT scores at the time of submission is preferred, but not mandatory at all.

Great about the GMAT. What about the TOEFL?
The application had a section which asked for your medium of undergrad education. It asked us to check a box if the medium of instruction was in English. I did.
It further said that if the answer to the above question was in the negative then you must submit a TOEFL score.
So that should be it. If your medium of undergrad instruction was in English no need for TOEFL. If otherwise, TOEFL required.
