Is it safe to assume that R2 invites would start rolling in only after R1’s initial decisions are released? Can anybody comment on the historical trend?

Got an email yesterday from Ad com asking to submit official GMAT test score report. I was interviewed on 2nd Nov (R1 - Full time). Has anyone received similar email recently?
