First identify that "cost cutting and restructuring" create a compound plural subject necessitating the plural verb "have allowed". Eliminate A and B.

Then, seek out the parallel items in the list of things that have been allowed which should be "to lower" and "to forecast". Eliminate C and E. Methodically working through the individual relevant pieces of this problem should allow it to be completed in well under a minute.

Plural subject so have should be used .
Have allowed X is correct idiom

have over has

The subjunctive allow needs to form.

I would go for D

as 1) Cost cutting and restructuring is plural needs "have" A&B are out
2) Have allowed for is not idiomatic in my opinion
3) for C "Have allowed that" is wrong as well idiom needs to. Have Allowed X (Noun). Additionally the addition of CAN in the sentence changes the initial meaning of the sentence!

2) Actually, allowed for is an idiom.
The constructions are
Allow +something+ for +something
allow for +someone or something
allow + [something] + infinitive.
