Dear experts, I've got two questions

1) In the correct answer B, what is the construction behind the group "the owners fined". Why do they put "and" there without any comma, why don't they put "that" in the beginning of that phrase and insert "be" to put it this way ", and that the owners be fined"

2) I now E is the wrong answer because it does not follow subjunctive format. But the book says one point - "the use of "with" in this case is idiomatically incorrect". Please shed light on this matter, why is "with" idiomatically incorrect?

Use of subjunctive verb -> TRIGGER + THAT + obj + (if passive, be+) VERB

I think owners should be followed by 'be' to maintain parallelism. But SC is all about finding the BEST choice, so B anyways :)

i think in non underlined part "due to" usage is incorrect...it should be because of .
officials have ordered -- due to cant modify verb--

In what base did you decide that Gmat ordered that due to can't modify verb? I read that idea from many experts but I see that usage in so many places in OG:

Ex: Due to hunting, Parland’s alligator population has been declining (OG 15)
The population of the prized fish species may have declined due to their being caught in greater numbers by fishers (OG 15)

This sentence test te correct usage of Subjunctive Mood - X ordered that Y be Z

Correct answer must be (B) for the hihglighted errors in other Options...

B is straight way the answer, so I will not get onto why it is correct..

I'll just try to answer your questions..
1) you do not necessarily require to put BE in the second part although it is meant to be there..
You would use THAT if the two portions are independent. Here the owners are related to cars so the two parts are taken as part of the same clause...

2) With means along, together and should be used accordingly.
Here it does not fit in ..

Thank you for the reply, but I am still confusing regarding your explanation for question (2). I think "with" clause sometimes is used to add information.

Ex: Speedee Airlines achieved the number one on-time rate, with more than 89 percent of its flights arriving on time each month (OG 15) Here "with" clause provides extra information.

Verbal and Quantitative sections are scored on a scale of 0 to 60, with scores below 6 or above 51 extremely rare

if a computer were used to simulate a stomach, with the stomach’s churnings faithfully reproduced on a video screen, the machine would not be digesting real food

Before reorganization, the sales force was organized geographically, with some sales representatives concentrating on city-center businesses and others concentrating on different outlying regions


What is the difference between this example and my previous one in the original post
