Enrolments in the Dissige University computer-engineering course were almost same for the last 5 years. In order to attract students to its computer engineering course, the University announced a reduction in fees which would make it by far the most inexpensive computer engineering course in the country. Yet, surprisingly, instead of the enrolment in the course going up, it actually reduced by 15% compared to the previous year.
Which of the following, if true, best explains the reason behind the drop in enrolments this year?

Enrolments in the Dissige University computer-engineering course were almost same for the last 5 years. A) Fee is not an important consideration as student loans easily available in all colleges - why fee reduction lead to decrease in enrollment still not justified ?
B) The popularity of computer engineering courses has been declining continuously across the country for the last 10 years - it was there during last 05 years hence no bearing.
C) Three other universities have started new computer engineering courses - But Diffige is still affordable and hence should be first choice for students.
D) The Dissige University campus has never been as picturesque as some other universities' - Irrelevant.
E) An announcement of fee reduction for technology-related courses makes students believe that the infrastructure needed for studies will suffer - Correct. fee reduction leads to wrong perception in students about failing of infrastructure.

The option E gives a reason which makes it possible to explain why the student's numbers went down further
