I would not worry about the fact that you did not cancel the previous score. In fact, it speaks well of you how much progress you've made and how determined you are to improve. That said, I do hope that you will keep trying to break the 700 mark. I notice from your screen name that you are Indian and so if the class average is 690 you will want to get at least a 710 to be a viable contender.
And that is even if you have good grades and other things. The lack of diversity will put more pressure on your gmat score because you're competing with more people who have a similar profile to yours. Work hard to distinguish yourself from other Indians and I would recommend that you find a tutor, etc. – create a new strategy the way you would solving any other business problem. Reapproach mix up your approach, rather than using the try harder do better method which is not a strategy.
In many circumstances with my clients they have taken the GRE with no preparation and done better on that exam, so I would recommend that you maybe check that out there's a mock GRE exam on GMAT. I would retake the GMAT but it would be good to know you have a backup idea as this would be your last attempt.

Hi All,
I have taken GMAT four times so far.
I took my gmat without studying much 3 years back when I scored 580. I didn't cancel the score (biggest mistake)
Then I took my GMAT last year and scored a 690 (Q48 V36). I was not happy with my scores so re-appeared twice this year, however, could not cross the 700 mark. I'm still stuck with a 690.
My GPA is strong (rank 5/130) and I have good extra curriculars and work-experience.
The colleges that I am targeting state that they will consider only the highest score.
Having a 580 in my score report, will it affect my admission chances?
(Also I'm targetting schools with 690 average gmat)

As a followup to the query, I'm seeking a suggestion.
I have a deadline in 3 days and I'm applying to a college. Which option would be better?
1) Submit the unofficial score report with a 580 and 690 (taken last year)? Having said that,
optional test taker information(self-reported) reflects outdated information (incorrect GPA and incorrect highest education level)
OR
2) Submit the latest score report that will also highlight my 2 cancelled attempts from this year?
