From statement 1:

The hundreds digit of N is even.
possible values are 4, 8 and 2. (421 or 412,811,222)
Hence Insufficient.

From statement 2:

Tens and unit digit is same.
It could be 811 or 222.
Again, Insufficient.

Combining both also gives no additional info.

E is the answer.

N=222, 421,811, basically we have 12 combinations

The hundreds digit of N is even
it can be 811,421 so on insufficient
#2
The tens digit of N and the units digit of N are the same.
so 2,2,2 , 8,1,1
from 1& 2 nothing can be determined
