In a recent report, the World Nuclear Association stated that in over six decades of nuclear power, only three major accidents have ever occurred among the more than 400 nuclear power plants currently operational worldwide, but that with advances in safety technology, the probability of future accidents continues to decline.

IMO B

A) but that with advances in safety technology, the probability of future accidents continues to decline

B) and with advances in safety technology, the probability of future accidents continue to decline down

C) but with advances in safety technology, the probability of future accidents continues to decline

D) and that with advances in safety technology, the probability of future accidents continues to decline

E) so that with advances in safety technology, the probability of future accidents continue to decline

Reasoning:-

1. Presence of "but" points at presence of a contrast between the two parts connected by it. However, there is no such contrast- infact, the second part builds up on the first part itself.
Also note- "only" signifies that the report is implying that there are few nuclear accidents.
This we can eliminate option A and C.

2. In statement E- so that hints at some sort of cause and effect relation- which is missing here.

3. Between B and D- accidents should take plural verb form.

(D) is my answer

A) but that with advances in safety technology, the probability of future accidents continues to decline
Grammatical but adds unnecessary contrast

B) and with advances in safety technology, the probability of future accidents continue to decline down
S-V error
The probability is a singular subject
Decline down is unidiomatic and redundant

C) but with advances in safety technology, the probability of future accidents continues to decline
Same issue as in A

D) and that with advances in safety technology, the probability of future accidents continues to decline
All good

E) so that with advances in safety technology, the probability of future accidents continue to decline
"So that" is not serving any purpose + S-V error

In choice D, I was hesitant because of the "and that". Could someone explain how that is appropriate if D is the correct choice?

A) but that with advances in safety technology, the probability of future accidents continues to decline -> We don't have contrast in sentence. So, "but" is incorrect to use.

B) and with advances in safety technology, the probability of future accidents continue to decline down -> "the probability ...... continue" is incorrect. It has a SVA error.

C) but with advances in safety technology, the probability of future accidents continues to decline -> Same error as A. Incorrect.

D) and that with advances in safety technology, the probability of future accidents continues to decline -> SVA error is corrected. We see a parallelism as well, "that in over six decades of nuclear..." and "that with advances in safety technology...". Let's keep it.

E) so that with advances in safety technology, the probability of future accidents continue to decline -> Same error as B. Incorrect.

So, I think D. :)

that and that maintains the parallelism in a sentence.

Whenever there is "and" and the first clause is introduced with that, the second clause must also be introduced with that.

For eg: He was informed that his mother was admitted in the hospital and that she will be discharged tomorrow.

Here he was informed 2 things 1. his mother was admitted in the hospital and 2. she will be discharged tomorrow.

Take the same sentence without that.

He was informed that his mother was admitted in the hospital and she will be discharged tomorrow.

Here without the second that, it means he was only informed that his mother was admitted. She will be discharged tomorrow just acts as a separate independent clause.
