The italicized sentence contains only one list, but the manner of construction suggests that the last two plays are not as good or renowned or as central to the festival as the first three are.
→ in other words, do not adhere to a blanket rule that states, "as well as can never be part of a list."
I see that not-rule on these boards too often.
As well as can be a preposition that means "in addition to."
The reason to eliminate this option is that "as well as" can follow and be attached to a list only after COMMA + AND has delineated the last item in the "important" group (A, B, AND C)

→ Passive voice is not always wrong. In fact, passive voice is correct at least 15 percent of the time on the GMAT.
→ In this case, though, the passive construction in B creates unnecessary awkwardness and a sentence inferior to that created by option A.

→ The verbs revived and restored are past tense, but the President has not yet started his second term. He "vowed to use" that second term to fix his mistakes.

My answer is (A). It took me 01:28.
With modifier "In a speech before the two houses of Congress", can we eliminate (B) and (E) simply because their subject is "it"?
If the modifier were "Delivering a speech before the two houses of Congress", the answer would be "Yes".
But I am not 100% sure about "In a speech before the two houses of Congress".
Still, (B) and (E) use passive voice, which is considered not as straightforward as active voice, as used in (A),(C) and (D).
There might exist other issues in (B) and (E). I eliminate (B) and (E) first to focus on (A),(C) and (D).
(A) The meaning is clear. Keep for now.
