In several cities, the government is going ahead with ambitious construction projects despite the high office vacancy rates in those cities. The vacant offices, though available for leasing, unfortunately do not meet the requirements for the facilities needed, such as court houses and laboratories. The government, therefore, is not guilty of any fiscal wastefulness.

Which of the following is an assumption on which the argument above depends?

(A) Adaptation of vacant office space to meet the governmentâ€™s requirements, if possible, would not make leasing such office space a more cost-effective alternative to new construction.

A for me!

So, if the govt. adapts the vacant office spaces still it is not cost-effective.

I'll take D on this one. If the proejcts do not add to the stock of facilities available for leasing, it means they are fully utilized. If so, the govenrment is not beign wasteful.

I'll go with A. It adresses the 'fiscal wastefulness' part of the conclusion. A says that adapting the vacant spaces to suit govt. needs would cost more.

E doesn't say anything from fiscal point of view. Though it may implicitly mean something, A is more clear and hence is the best choice

I'll go with A - It seems to most directly state that a condition (adapting leased office space for government use) which could negate the central argument is not true! So it supports the central argument.

D - is tangential to me. The whole paragraph is about the government should use existing resources thereby showing fiscal responsibility. Not adding to the wasted office space doesn't seem like fiscal responsibility.
